This is a Neolithic artifact of rectangular shape. It has grounded surface on both sides with curvilinear shoulder and a sharp-straight cutting edge. The Neolithic Celt is made by grinding and polishing technique. The butt-end is U-shaped and the cross section is oval in shape.
